What is in the Campton Electric Aggregation Plan ?

New Hampshire RSA 53-E allows towns to create Electric Aggregation Plans that establish their own locally controlled electricity provider.  If the Campton plan is approved at the March 2024 town meeting, Campton Community Power would become the default electric supplier for residents and businesses. Eversource and NHEC will continue to provide the distribution and do the billing, so the only changes you will notice on your bill are lower rates and a different name for the “Supplier”.  Campton does not plan to build power plants – it is just banding together with other towns to negotiate cheaper rates with the power generation companies. 

The proposed plan sets up the rules that guide Campton Community Power.  For example, the plan states that it can only enter into agreements that provide lower rates than Eversource or NHEC.  Here are some of the key provisions:

  • A contract with a electric supplier can only be approved if it provides lower rates to consumers than Eversource or NHEC [see page 7]
  • No program expenses will be paid by the town or from tax revenues [see page 4]
  • Consumer participation in the program is voluntary and consumers may opt out [see page 4]
  • Campton is receiving support from the New Hampshire Community Power Coalition for free, but is not obligated to use them as the supplier [see page 5]
  • The Campton Community Power Committee is advisory: the Select Board has all contractual authority [see page 12]

The Campton Electric Aggregation Plan was presented and discussed at public sessions in December 2023.
